NSW e-bike laws (October 2026): 500 W now, 250 W and EN 15194 coming

New South Wales is changing its e-bike rules more than any other state. Here is where things stand(October 2026, in plain English. It is general information, not legal advice — check the official sources at the bottom.)

The short version

  • Power: e-bikes up to 500 W are legal on NSW roads today. The Government has announced a cut to 250 W and adopted the European standard EN 15194.
  • From 1 March 2029 only e-bikes meeting EN 15194 will be road legal. Bikes bought legally under the 500 W rule get a three-year transition.
  • Assistance stops at 25 km/h, and when you stop pedalling. A throttle can only work up to 6 km/h.
  • No licence or registration for a legal e-bike. A minimum riding age (between 12 and 16) has been announced but not yet set.
  • Helmet required (fine from $423). Adults can’t ride on footpaths ($140 fine).
  • Converted e-bikes are banned on trains and Metro 自 1 November 2025. 起
  • Illegal e-bikes can be seized and crushed under a 2026 law.

NSW currently recognises two kinds of legal e-bike:

  • Electrically power-assisted cycle — maximum continuous rated power 500 W, with assistance reduced above 6 km/h and cut off at 25 km/h or when you stop pedalling.
  • Power-assisted pedal cycle ——up to 200 W combined,where you mainly pedal, under 50 kg including batteries, with a height-adjustable seat.

Bikes over 500 W, or bikes with software that lets them go past the limits, are illegal on roads and paths. So is any e-bike you can ride on the throttle alone above 6 km/h. Petrol-powered bicycles are illegal on NSW roads and public paths.

Buying an e-bike(NSW now? Choose one certified to) EN 15194 with 250 W continuous power. It is legal today and will still be legal after 1 March 2029.

Age and licence

You don’t need a licence or registration to ride a legal e-bike(NSW. In February 2026 the Government said it would set a minimum riding age somewhere between 12 and 16, after advice from Transport for NSW. As of October 2026 the age and start date have not been confirmed.)

Helmets, footpaths and where you can ride

  • Helmet: required. The fine starts at $423.
  • Footpaths: adults can’t ride on the footpath ($140 fine). Riders under 16 can, and so can some exempt people (for example certain medical conditions and postal workers).
  • Roads and paths: legal e-bikes can use roads, bicycle lanes, shared paths and bicycle paths. Councils can ban bikes from a road or path with “no bicycle” signs.

Trains, Metro, ferries and buses

  • Converted e-bikes are banned — pedal bikes fitted with a motor kit, and their batteries (even detached) — on Sydney Trains, NSW TrainLink and Metro and(fare-paid areas from 1 November 2025. Penalty notices are $400 to $1,100. Factory-built e-bikes and shared e-bikes are not affected.)
  • Bikes travel free on Metro, Sydney and Intercity trains and Sydney Ferries, but crew can refuse for space or safety. Peak-hour travel is discouraged.
  • NSW TrainLink regional trains and coaches need the bike booked as luggage.
  • No bikes on buses. Sydney and Parramatta light rail take bikes when there is room; Newcastle light rail takes folding bikes only.

Police powers: seize and crush

The Road Transport Amendment (Non-registrable Motor Vehicles) Act 2026, assented on 1 June 2026, lets NSW Police and Transport authorised officers seize illegal e-bikes, which Transport for NSW can then crush — even if the bike was bought(error. Police are trialling portable dyno units to test whether a bike’s assistance cuts out at 25 km/h. Other fines include $562 for reckless riding.)

Battery and product safety standards

NSW is the first state with mandatory safety standards for e-bikes, batteries and chargers, run by NSW Fair Trading:

  • 1 February 2025: e-bikes, e-scooters and their batteries can only be sold if they meet prescribed safety standards.
  • 19 February 2025: an information standard for point of sale (fines up to $5,500 per breach from 1 August 2025).
  • February 2026: products must be tested by an accredited lab, hold a Certificate of Approval and carry an approval mark — also shown(online listings.)
  • E-bikes up to 500 W must meet AS 15194, EN 15194 or UL 2849; batteries EN 50604-1, IEC 62133-2 or UL 2271. Businesses selling non-compliant products face fines up to $825,000.
