The short version
- Many home and contents policies can cover a private e-scooter — but usually only if it’s legal: top speed limited to 25 km/h, not modified, and not used for deliveries or business.
- Κλοπή away from home usually needs portable (personal effects) cover, and often the scooter must have been locked to a fixed object.
- Your contents policy may not cover liability if you hurt someone on your scooter. Some riders add a cycling-group membership with third-party liability.
- E-scooters can’t be registered, so there’s no CTP for them.
- Whatever you choose: record the serial, keep the receipt and photos — insurers ask for them at claim time.
1. Home and contents: check these four things
Insurers word this differently, so read your own policy (the PDS) or ask. Two examples from insurers’ own pages (checked 16 October 2026):
| What to check | Allianz (home insurance article) | Budget Direct (Personal Effects cover page) |
|---|---|---|
| Speed limit | Covers e-bikes and e-scooters with a maximum speed of 25 km/h; faster ones aren’t covered | E-scooters covered as unspecified items only if the motor is limited to 25 km/h |
| Modified | — | Illegally modified e-scooters excluded |
| Theft away from home | Optional portable contents; unlisted items up to $1,000 each, over $1,000 must be listed | Must be locked to a fixed object with a lock designed for it when away from home or in the open; unspecified items up to $1,000 each |
| Liability | Not covered for e-bikes or e-scooters | — (check the PDS) |
| Άλλο | Not covered if used for business, deliveries or racing; theft from shared strata areas not covered | Lists “personal e-transporters” and “motorised scooters” among excluded motorised vehicles — ask how they treat your model |
What this means for you:
- Is it 25 km/h? If your scooter can go faster (or you unlocked a higher speed in the app), you may have no cover at all. In Queensland, every e-scooter must be limited to 25 km/h by 28 February 2027 anyway — is my e-scooter legal?
- Is it worth more than $1,000? Many scooters are. Ask whether you must list (specify) it, or you may only get the unspecified-item limit.
- Where do you keep it? Shared garages, strata hallways and bike cages often have lower limits or no cover.
- Tell your insurer you own it. The Insurance Council of Australia urges owners to review their policies and disclose e-scooters to their insurer (ICA, 23 December 2025).
2. Liability and injury
- E-scooters can’t be registered, so there is no CTP insurance for them. If you hit a pedestrian, you may be personally liable.
- Some contents policies exclude liability for e-scooters (Allianz says so plainly). Others may include it only when the scooter is legal. Ask.
- Memberships: Bicycle SA’s e-scooter membership ($90 a year, 16+) includes personal accident cover and third-party liability up to $5 million for legal e-scooter use — it doesn’t cover the scooter itself (Bicycle SA, checked 16 October 2026). Cycling groups in other states have rider memberships too — ask them whether e-scooters are included before you join.
- The ICA also suggests considering stand-alone personal accident and public liability products.
3. What can void a claim
- An illegal or modified scooter (over 25 km/h, unlocked firmware, over the state’s power or weight limit). The ICA says modified devices “may be excluded”, and this can affect public liability cover too.
- Unsafe charging or storage. The ICA says improper storage is a fire hazard and can lead to a claim being denied. See e-scooter battery safety.
- Riding where scooters aren’t legal — for example private e-scooters in NSW public places (still not legal), or in the NT outside the 200 W / 10 km/h rule.
4. Lock it the way insurers expect
- Many policies want it locked to a fixed object when it’s away from home. A cable through the wheel isn’t enough.
- E-scooter stems and wheels are thin — a D-lock or a hardened chain around the stem or frame and a fixed rack is better than a cable.
- Ratings: Sold Secure doesn’t list a separate e-scooter category. Its bicycle and Powered Cycle ratings (Gold, Diamond — the Powered Cycle rating covers e-bikes, motor scooters and motorbikes) are a useful guide. More in the best e-bike lock.
- If your scooter’s app has a lock, use it too — it stops a quick ride-off but isn’t theft protection.
5. Make a claim easy: the records insurers ask for
Keep, in one place:
- The serial number (stem or deck — where to find it)
- The receipt (or a bank statement and the seller’s details if you bought it used)
- Φωτογραφίες of the whole scooter and the serial label
- A police report number if it’s stolen
A free E-scooter Passport on EbikeMate keeps all of this together, and you can flag it stolen so buyers who check the serial see it — register your e-scooter free.

Συχνές ερωτήσεις
Does home and contents insurance cover e-scooters?
Often, but usually only legal ones — limited to 25 km/h, not modified and not used for deliveries. Theft away from home usually needs portable contents cover. Check your policy.
Do I need insurance to ride an e-scooter in Australia?
We found no state or territory that requires insurance for a private e-scooter (checked 16 October 2026), and there’s no CTP because they can’t be registered. Liability cover is still worth having.
Is my e-scooter covered if it’s faster than 25 km/h?
Probably not. Insurers such as Allianz cover only e-scooters with a maximum speed of 25 km/h, and modified scooters can be excluded.
What do I need to claim for a stolen e-scooter?
The serial number, proof of purchase, photos and a police report number. Store them in a free E-scooter Passport.
